    NOIDA: Even as the three development authorities of Noida, Greater Noida and Yamuna Expressway maintained that the hike in land rates announced on Wednesday was long overdue, realtors remain apprehensive about the impact due to the increase.

    Many developers felt that in the backdrop of the unresolved land row and long delays in delivering projects, the real estate sector is in the grip of a slowdown. Direct conflicts with farmers in Noida Extension have also pushed the builders on the back-foot further resulting in cost escalation of existing properties.

    ?In the past few months, Noida has not seen any major launch of a real estate project. While residential properties are showing good price appreciation, with even halted projects in Noida Extension shooting up by 40%, the government is yet to offer any formal clarity on the situation,? said a real estate broker. ?Now that they have announced a steep hike in land rates, the developers are bound to feel the heat,? he added.

    Several developers said that the hike announced would impact the real estate market considerably. ?The increased land costs will definitely impact the group housing sector and the burden will have to be borne by the investors. However, we see such a hike every year and it will not really lead to a slump in the real estate market,? said RK Arora, CMD, Supertech.

    Meet The Newest Cable TV Company: Google - Business Insider

    Google just became a cable company ? or at least, announced its intention to become one.

    That's the news out of Kansas City.

    This is part of the Google Fiber project, where Google built a? ~$500 million fiber optic network in Kansas City to provide those folks with an Internet that is 100 times faster than what the rest of the world uses. Google Fiber launched today.

    The news about the TV service was part of that launch.

    Updated: Google posted a pretty amazing list of TV networks that will participate. The kind you can only get from your cable or satellite providers." Google Fiber TV service will be HD quality and include a DVR that lets you record up to 500 hours of shows in full HDTV. It will also offer apps for the iPad and for Android tablets.

    This high speed Internet service plus TV will cost $120 a month.

    But there's a hitch. Google isn't going to build it first and offer it to everyone. Neighborhoods are going to have to get together and petition for the new service, so that Google knows it will have enough customers in the area to make it a profitable investment.

    The ramifications of this announcement are obviously huge. Google already controls the way people navigate the Internet. If the company gains control of how people physically get onto the Internet ? the hard to control "last mile" ? Google will possess incredible power in negotiations with Hollywood and Madison Avenue. It will also spook some in Cupertino, where Apple is said to be working on a TV.

    Google posted an hour-long video of the announcement on YouTube. The Google TV demo comes at 28:54.

    Children, families struggling after recession: report

    WASHINGTON (Reuters) - More children and families across the United States are facing poverty and economic instability following the recession, new data shows, raising concerns about the weak economy's long-term impact on the next generation of Americans.

    A report released on Wednesday found a rising number of children in nearly every state have families that have seen deeper poverty and economic insecurity since 2005, even as some other areas such as education and healthcare have improved.

    The findings from the Annie E. Casey Foundation showed 2.4 million more children slipped into poverty from 2005 to 2010, from 13.3 million to 15.7 million, the data showed.

    "The economic well-being of children and families has plummeted because of the recession," researchers at the non-profit youth advocacy group wrote in their annual report on the state of U.S. children.

    The report, closely watched by policy makers, is based on data compiled from various government agencies such as the Census Bureau and the Centers for Disease Control and Prevention. For a graphic, see http://link.reuters.com/muf69s.

    Its findings come amid an uncertain recovery in the wake of a national recession that ran from late 2007 to mid-2009 and led to significant unemployment and housing foreclosures.

    According to the foundation, in nearly every state and Washington, D.C., there were a growing number of children whose parents did not have stable, full-time employment and whose families were burdened with high housing costs.

    Still, there were some gains in health and education.

    Dozens of states saw more parents with high school diplomas and fewer teen births. Children in more than 40 states gained access to health insurance, and there were fewer deaths among children and teenagers. Many states also saw steady improvement in the number of children enrolled in preschool as well as gains in reading and math proficiency.

    That has created "a mixed picture for kids over the last half decade or so," said Laura Speer, the group's associate director for policy reform and data.

    MIXED PICTURE

    The effect on black, Hispanic and other minority children as well as those who are poor is a particular concern.

    Even though the number of U.S. minority children is outpacing whites, the report found those children are hit the hardest, especially when it comes to education.

    For example, more than 80 percent of minority children still struggled with reading in the fourth grade compared to 58 percent of white children, data showed.

    "Poor kids and kids of color continue to fall behind their more affluent and advantaged classmates," Patrick McCarthy, the foundation's president and chief executive, told reporters.

    Additionally, black and American Indian children were twice as likely as whites to have both parents without secure employment. Black, American Indian and Hispanics were also more likely to have just one parent at home than their white peers.

    Those disparities could have a profound impact on children's own employment and stability as adults, he added. "These declines in income and assets for families are likely to have a very real and lasting effect on their children."

    Additionally, the recession's impact on children varies widely state-by-state, according to the report, which ranks states based on children's overall well-being.

    Children in the Northeast and the Upper Midwest fared best, while those living in the Southeast or the Southwest had the worst outcomes. Eight out of 10 states that have the most children also ranked the worst, including California and Texas.

    The findings come as state governors continue to wrestle with fiscal problems from the recession. [ID:nL2E8IHCR6] Despite such trouble, policy makers should not lose sight of investing in the nation's youth, the report urged.

    Overall, New Hampshire, Massachusetts, Vermont, New Jersey and Minnesota topped the list for child well-being while Arizona, Louisiana, Nevada, New Mexico and Mississippi scored lowest.

    Economically, states where natural resources are driving an economic boom - North Dakota, Nebraska, Iowa, South Dakota and Wyoming - ranked highest, while Arizona, Louisiana, New Mexico, Nevada and Mississippi were at the bottom.

    Wisconsin panel clears judges who signed recall petitions

    MILWAUKEE (Reuters) - Wisconsin state judges who were among nearly a million residents who signed petitions that triggered an unsuccessful recall election against Republican Governor Scott Walker did not breach their judicial obligations, a state ethics panel has found.

    The Wisconsin Judicial Commission concluded the judges "had not otherwise acted in a manner that would reflect adversely on ... impartiality or the appearance of impartiality," according to a brief letter to the judges on June 26.

    The Judicial Commission does not publicly disclose its rulings. It reviewed the applicable rules and concluded that the judges' activity in signing a petition was not prohibited, two judges who received the letter told Reuters.

    The commission's probe into the matter was launched after the Landmark Legal Foundation, a conservative organization based in Virginia and headed by radio personality Mark Levin, filed a complaint on March 20.

    Levin asked in a letter to the commission that a "full range of sanctions be considered for these egregious ethical violations, including as appropriate reprimand, censure, suspension and removal."

    Landmark was not available for comment on the ruling.

    According to Landmark, at least 29 judges signed petitions calling for the recall of Walker, who became the first governor in U.S. history to survive a recall when he defeated Democratic challenger Milwaukee Mayor Tom Barrett on June 5.

    Democrats and labor organizations, angered over Walker's controversial changes to laws covering public sector unions, gathered 930,000 signatures to force the first-term governor into the special election.

    "For me, the fact that this went to this point is reflecting how highly partisan and charged the political (climate) that we are in," said Brown County Circuit Court Judge Donald Zuidmulder, one of the judges who received the commission's letter.

    The Wisconsin Code of Judicial Conduct prohibits judges from being members of a political party or participating in political affairs or endorsements. It does not indicate whether signing a recall petition is an "inappropriate political activity."

    "Although the rule contemplates the continuance of nonpartisanship on the part of Wisconsin judges and those seeking judicial office, judges are not expected to lead lives of seclusion," the code also says.

    James Alexander, the executive director of the Judicial Commission, did not respond to a request for an interview.

    Monroe County Circuit Court Judge David Rice, who also confirmed that he received the letter, said he asked Alexander if he would be in violation of any rules or provisions of the judicial code before he signed a petition.

    "He told me that I would not be, so this basically confirms the advice that he gave me," Rice said. "I acted in my capacity as a private citizen and not as a judge."

    Lieutenant Governor Rebecca Kleefisch and two Republican senators also survived recall elections in June. Six other Republican senators faced recall elections in the summer of 2011. In all, three Republican senators lost recall elections, resulting in a 17-16 Democratic majority in the state Senate.

    Another state senator, Tim Cullen, said on Tuesday he was leaving the Democratic caucus, and would decide whether to become an independent. He said he would not join the Republican party, apparently leaving the state Senate evenly split.
