Eastern storms kill 13, cut power to millions

WASHINGTON (AP) ? Millions across the mid-Atlantic region sweltered Saturday in the aftermath of violent storms that pummeled the eastern U.S. with high winds and downed trees, killing at least 13 people and leaving 3 million without power during a heat wave.

Power officials said the outages wouldn't be repaired for several days to a week, likening the damage to a serious hurricane. Emergencies were declared in Maryland, West Virginia, Ohio, the District of Columbia and Virginia, where Gov. Bob McDonnell said the state had its largest non-hurricane outage in history, as more storms threatened. "This is a very dangerous situation," the governor said.

In West Virginia, 232 Amtrak passengers spent Friday night on a train that was blocked on both sides by trees that fell on the tracks, and they were waiting for buses to pick them up Saturday. And in Illinois, storm damage forced the transfer of dozens of maximum-security, mentally ill prisoners from one prison to another.

In some Virginia suburbs of Washington, emergency 911 call centers were out of service; residents were told to call local police and fire departments. Huge trees fell across streets in Washington, leaving cars crunched up next to them, and onto the fairway at the AT&T National golf tournament in Maryland. Cell phone and Internet service was spotty, gas stations shut down and residents were urged to conserve water until sewage plants returned to power.

The outages were especially dangerous because they left the region without air conditioning in an oppressive heat. Temperatures soared to highs in the mid-90s in Baltimore and Washington, where it had hit 104 on Friday.

"I've called everybody except for the state police to try to get power going," said Karen Fryer, resident services director at two assisted living facilities in Washington. The facilities had generator power, but needed to go out for portable air conditioning units, and Fryer worried about a few of her 100 residents who needed backup power for portable oxygen.

On Saturday night, the train passengers stranded near rural Prince, W.Va., were waiting for buses to pick them up after they got stuck at 11 p.m. the previous evening, said Amtrak spokesman Steve Kulm. Kulm said the train bound from New York to Chicago has power, so lights and air conditioning are working. He says that since it's a long-distance train, it was stocked with food and crew members were able to get to town to buy more.

Kulm says passengers should be on the buses sometime Saturday evening.

About 170 miles to the northeast in Morgantown, W.Va., Jeff and Alice Haney loaded their cart at Lowe's with cases of water, extra flashlights and batteries, and wiring for the generator they hoped would be enough to kick-start their air conditioner. Even if they had to live without cool air, the family had a backup plan.

"We have a pool," Jeff Haney said, "so we'll be OK."

The storm did damage from Indiana to New Jersey, although the bulk of it was in West Virginia, Washington and suburban Virginia and Maryland. At least six of the dead were killed in Virginia, including a 90-year-old woman asleep in bed when a tree slammed into her home. Two young cousins in New Jersey were killed when a tree fell on their tent while camping. Two were killed in Maryland, one in Ohio, one in Kentucky and one in Washington.

Illinois corrections officials transferred 78 inmates from a prison in Dixon to the Pontiac Correctional Center after storms Friday night caused significant damage, Department of Corrections spokeswoman Stacey Solano said.

No one was injured, Solano said. Generators are providing power to the prison, which is locked down, confining remaining inmates to their cells.

Utility officials said it could take at least several days to restore power to all customers because of the sheer magnitude of the outages and the destruction. Winds and toppled trees brought down entire power lines, and debris has to be cleared from power stations and other structures. All of that takes time and can't be accomplished with the flip of a switch.

"This is very unfortunate timing," said Myra Oppel, a spokeswoman for Pepco, which reported over 400,000 outages in Washington and its suburbs. "We do understand the hardship that this brings, especially with the heat as intense at is. We will be working around the clock until we get the last customer on."

Especially at risk were children, the sick and the elderly. In Charleston, W.Va., firefighters helped several people using walkers and wheelchairs get to emergency shelters. One of them, David Gunnoe, uses a wheelchair and had to spend the night in the community room of his apartment complex because the power ? and his elevator ? went out. Rescuers went up five floors to retrieve his medication.

Gunnoe said he was grateful for the air conditioning, but hoped power would be restored so he could go home.

"It doesn't matter if it's under a rock some place. When you get used to a place, it's home," he said.

More than 20 elderly residents at an apartment home in Indianapolis were displaced when the facility lost power due to a downed tree. Most were bused to a Red Cross facility to spend the night, and others who depend on oxygen assistance were given other accommodations, the fire department said.

Others sought refuge in shopping malls, movie theaters and other places where the air conditioning would be turned to "high."

In Richmond, Va., Tracey Phalen relaxed with her teenage son under the shade of a coffee-house umbrella rather than suffer through the stifling heat of her house, which lost power.

"We'll probably go to a movie theater at the top of the day," she said.

Phalen said Hurricane Irene left her home dark for six days last summer, "and this is reminiscent of that," she said.

Others scheduled impromptu "staycations" or took shelter with friends and relatives.

Robert Clements, 28, said he showered by flashlight on Friday night after power went out at his home in Fairfax, Va. The apartment complex where he lives told his fiancee that power wouldn't be back on for at least two days, and she booked a hotel on Saturday.

Clements' fiancee, 27-year-old Ann Marie Tropiano, said she tried to go to the pool, but it was closed because there was no electricity so the pumps weren't working. She figured the electricity would eventually come back on, but she awoke to find her thermostat reading 81 degrees and slowly climbing. Closing the blinds and curtains didn't help.

"It feels like an oven," she said.

At the AT&T National in Bethesda, Md., trees cracked at their trunks crashed onto the 14th hole and onto ropes that had lined the fairways. The third round of play was suspended for several hours Saturday and was closed to volunteers and spectators. Mark Russell, the PGA Tour's vice president of rules and competition, couldn't remember another time that a tour event was closed to fans.

"It's too dangerous out here," Russell said. "There's a lot of huge limbs. There's a lot of debris. It's like a tornado came through here. It's just not safe."

The outages disrupted service for many subscribers to Netflix, Instagram and Pinterest when the storm cut power to some of Amazon Inc.'s operations. The video and photo sharing services took to Twitter and Facebook to update subscribers on the outages. Netflix and Pinterest had restored service by Saturday afternoon.

The storm that whipped through the region Friday night was called a derecho (duh-RAY'-choh) , a straight line wind storm that sweeps over a large area at high speed. It can produce tornado-like damage. The storm, which can pack wind gusts of up to 90 mph, began in the Midwest, passed over the Appalachian Mountains and then drew new strength from a high pressure system as it hit the southeastern U.S., said Bryan Jackson, a meteorologist with the National Weather Service.

"It's one of those storms," Jackson said. "It just plows through."

Flick through any lifestyle magazine and you are sure to find articles on designer products versus their high street equivalent. These articles often include consumer reviews, price comparisons and ?where to buy it? solutions to help you, the end buyer, find great deals the next time you go shopping.

However, such useful information is almost impossible to find when it comes to tackling the World Wide Web and if we do find it, how do we know whether or not to trust it? Most of us these days consider ourselves to be Internet savvy (or at the very least we can get by) and we all know that great bargains are to be had ? IF WE CAN FIND THEM! That?s where this article can help. Follow the 7 easy steps as a guide to shopping around and you?ll be enjoying those bargains in no time.

1. Find the product of your dreams

Whether it is from a magazine, in your favorite shop or on the Internet already; the first thing you need to do is set a benchmark for your product. Whether it is a designer label or a tin beans, the same concept applies.

Take note of:

? The product name

? The product description

? Any codes or references that the product may have

? The size of the product

? The exact color of the product

? The price!

2. Do your research

This is where you can really make the Internet work for you and use it to learn about your product. Online retailers market their products by using keywords, and good sellers will use these terms in their product name and description.

Your next task:

This is especially true if you are looking at an item that is similar to the one you originally chose. Just like the product comparisons you see in magazines, it may be that your keywords have brought up search results for items that are similar but not identical to the product you want. It may look the same in the photograph, but make sure that you read all of the descriptions as quite often the cheaper replicates are made from different materials, are slightly different sizes or colors and are not the same quality as the original product. This is fine if you are searching for a designer alternative, but be conscious of it otherwise. It is really important that you know what you are buying.

? That the website uses a verified payment gateway. Ensure that you feel confident in the security of the website before entering any personal or financial details. If anything during the process seems unusual or a bit suspicious then cancel your transaction.

5. If in doubt ask!

If you are unsure about anything during your shopping process do not be afraid to contact the seller and ask questions. Whether it is for answers about the product itself, the integrity of the website or payment, if an online retailer is worth buying from then they will be more than happy to help.

6. Look at the positives

It is very easy for us to always look out for the negatives when shopping online and although we should be cautious, there are also many positive things to look for.

Now that you have done your research and have shopped around, you will know the cheapest places to buy your product. What you may not know is that many online retailers are happy to price match. This means that if you find the product cheaper else where but are not 100% confident in buying from them or if you simply like the feel of another website, that they will adjust their prices if you can prove it is being sold else where at a more competitive price.

Just ask. If a website does not promote a price promise but you would rather buy from them, then don?t be afraid to ask for a discount or a price match. This is also true if you are buying multiple products; ask for a multi purchase discount. The World Wide Web is an extremely competitive selling platform and once they have you on their website, online retails will do all they can to convert you into a sale.

So overall, there is no doubt that if you shop around online you can most certainly find a good deal. As with all transactions there are elements that deserve caution, but if you shop sensibly there is a whole world of bargain shopping out there.

A Battle for Trust After Afghan Troops Kill GIs

This year, 22 service members in the U.S.-led coalition have been killed by men in Afghan uniform, which the military calls "green on blue" attacks.

A burst of gunfire snapped First Sgt. Joseph Hissong awake. Then came another, and another, all with the familiar three-round bursts of a U.S. assault rifle -- and the unfamiliar sound of its rounds being fired in his direction.

The shooters were close. His first thought: "Are Taliban inside the wire?"

But it was not the Taliban. Over the next 52 minutes, as his company of paratroopers braved bullets and rocket-propelled grenades in the predawn darkness to retake one of their own guard towers in southern Afghanistan, they found themselves facing what has become a more pernicious threat: the Afghan soldiers who live and fight alongside the Americans.

The attack on Sergeant Hissong's company, on March 1 at Combat Outpost Sangesar, left two Americans dead along with two Afghan assailants. But it was not the first time that Afghan soldiers had attacked forces from the U.S.-led coalition, nor would it be the last of what the military calls "green on blue" attacks. Already this year, 22 coalition service members have been killed by men in Afghan uniform, compared with 35 for all of last year, according to coalition officials.

The attacks, and the personal animosity that officials believe has driven most of them, are threatening the joint-training model that is one of the remaining imperatives of the Western mission in Afghanistan. The future of that mission will be a main topic at a NATO summit meeting this weekend as U.S. and European leaders discuss whether to accelerate their drawdown.

With the coalition as a matter of policy offering only the barest of details about the attacks -- the episode at Sangesar, for instance, was disclosed in a 71-word coalition statement -- interviews conducted during a week at this outpost provided a rare and detailed account of the violence.

At the personal level, the Sangesar attack was a nightmarish betrayal for the units involved, and in the moments after the violence ended, their commanders were already struggling to figure out how the Afghan and U.S. troops who share the base could possibly cooperate again.

They knew how quickly the situation could spiral downward. Just days before, hundreds of U.S. advisers had been pulled from Afghan government offices in Kabul after two U.S. officers were killed by an Interior Ministry employee, worsening an already poisonous atmosphere during the rioting that broke out after U.S. military personnel burned Korans.

The Afghan and U.S. officers at Sangesar, in the opium poppy belt of southern Afghanistan, decided that pulling back from one another was not an option at the base. Instead, they immediately put their men to work together repairing damage from the attack. The Americans also quickly turned down an Afghan Army offer to swap out the Afghan unit based at Sangesar.

Sergeant Hissong's unit had assumed formal command of the outpost on the night of the attack. New to the area, the Americans reasoned they needed the local knowledge of the Afghan unit, which had been in place for some time. The base is in the Zhare district of Kandahar Province, the closest thing to home turf for the Taliban, a group founded at an Islamic seminary a few kilometers from the outpost.

U.S. and Afghan soldiers were back out on joint patrols within a week. Security measures imposed immediately after the attack -- like posting armed guards at the U.S. mess hall -- had fallen away by the end of the month.

In April, U.S. and Afghan soldiers paired up to successfully push the Taliban from a nearby village.

After watching Afghan soldiers kick down doors and clear mud- brick farm compounds, "it's hard not to like some of those guys," said First Lt. Nicholas Olivero, 24, of Fairfax, Virginia. "But I'd be lying if I said there was trust across the board."

Another U.S. soldier added: "I don't always need to have them walking in front of me now. I did for a while."

Yet Afghan soldiers still complain of being kept at a distance by the Americans, figuratively and literally. The Americans, for instance, have put up towering concrete barriers to separate their small, plywood command center from the outpost's Afghan encampment.

Also still in place is a rule imposed by the Afghan Army after the attack requiring most of its soldiers to lock up their weapons when on base. The Afghan commanding officer keeps the keys.

One U.S. soldier nonetheless advised a visitor to take an armed escort to the Afghan side of the base "just in case."

The effort at Sangesar to move past the attack, and the difficulties in doing so, exemplifies the broader struggle that U.S.- led forces face as they seek to accelerate the training of the Afghan Army and police forces to take over before NATO's combat mission ends in 2014.

Sangesar, like hundreds of other coalition outposts scattered across Afghanistan, is split between U.S. and Afghan forces and in a remote and often hostile area.

Its structures are made of little more than sandbags, heavy-duty tents, plywood huts and Hesco protective barriers, hulking bales of canvas wrapped in wire mesh and filled with dirt. The guard towers at Sangesar are essentially wooden frames filled out with sandbags and placed atop the base's exterior wall of double-stacked Hescos.

Specialist Payton Jones, 19, was alone in one of the guard towers around 3 a.m. on March 1 when two Afghans sneaked up. They killed him with a bullet to the head. Within minutes, Staff Sgt. Jordan Bear, 25, who was among the first soldiers on the scene, had been fatally wounded in a volley of fire from the tower. When Sergeant Hissong, a 35-year-old on his third tour in Afghanistan, arrived moments later, bullets were still smacking into the ground near where Sergeant Bear had fallen.

The two Afghans in the tower -- a soldier and a civilian teacher - - were in an easily defended position. The only approach was up a funnel-shaped stretch of open turf that gave them a clear field of fire to repulse any counterattack.

Along with assault rifles, the Afghans had a U.S. machine gun and their own rocket-propelled grenades. One RPG obliterated a sandbagged bunker between a pair of mortar pits at the center of the base, just moments after a U.S. officer had dashed out of it.

Despite the gun and RPG fire, Sergeant Hissong and another soldier managed to sneak closer to the tower along a row of protective barriers. But they could not take a clear shot at the tower's narrow entrance -- its only opening -- without dangerously exposing themselves.

They turned to their grenade launchers but were too close to the tower for the grenades to detonate once fired. Most landed with nothing more than a thud. The ones that did explode hit the tower's exterior, inflicting little damage.

Helicopter gunships were soon overhead but could not risk firing their missiles or explosive rounds -- the base's fuel tanks were right next to the tower.

The paratroopers on the ground tried approaching the tower in an armored vehicle. But it was disabled with an RPG before it could be positioned to fire its powerful gun.

That left Sergeant Hissong and his comrade. After firing 17 grenades, they were down to their last one. They tried to position themselves so they could get a clear shot into the tower -- and enough distance so it would detonate.

Instead, it bounced off a wall and exploded atop a thick fuel line, sparking a fire that quickly shot toward the main fuel supply: a rubber bladder as big as a swimming pool that was now separated from the flames by only a row of protective barriers.

Racing to disconnect the line from the main fuel supply, Sergeant Hissong did not realize that his unit had finally caught a break: Flames were also climbing the wooden stairs to the tower, filling it with smoke.

The Afghans in the tower pushed out an exterior window, jumped about two stories to the ground and ran. They did not cover much ground before being cut down by an Apache helicopter.

The fight was over. But as the Americans and Afghans at the base began to regroup, they soon learned a third conspirator, an Afghan sergeant, remained among their ranks.

At the outset of the attack, the Afghan sergeant had gone to the outpost's entrance and shot the two guards -- a fellow Afghan soldier and an American. Then he sneaked back to his bunk to wait out the fighting with the other Afghan soldiers. His undoing: He had not killed either man at the entrance. The American was hit in the chest plate of his body armor, knocked down and badly bruised, but nothing more. The Afghan guard was shot clean through the shoulder, a serious but not life-threatening wound, and he quickly identified the third conspirator. Afghan forces detained him immediately.

The coalition and the Afghan Army would now have a rare opportunity to interrogate an Afghan soldier who had turned on coalition forces; most are quickly killed in ensuing firefights. Why had three men attacked U.S. soldiers they barely knew? Was it a personal grudge against Americans? Or had they turned to the Taliban?

The detainee has since presumably been asked those questions. But in a reflection of the official reticence regarding green-on-blue attacks, his answers remain shrouded in secrecy. It is not even clear whose custody he is in.

(AP) ? Finding rare political accommodation on the cusp of a holiday recess, Congress passed legislation Friday designed to salvage 2.8 million jobs and shield students from a sharp increase in loan interest rates.

The legislation, which also revamps highway and transit programs and shores up the federal flood insurance program, now goes to the White House for President Barack Obama's signatures.

Lawmakers trying to leave town for a weeklong Fourth of July recess had been facing twin deadlines: Federal highway and transit aid programs and the government's authority to levy federal fuel taxes were expiring Saturday. And interest rates on new student loans were set to double on Sunday.

The burst of legislating came just four months before the November elections, giving lawmakers achievements to show off to voters who have increasingly held Congress in low esteem while the economy continues to flounder.

"We have a bill that will boost this economy. We have a bill that is supported by conservatives and liberals, progressives and moderates. I think it's a great day," said Sen. Barbara Boxer, D-Calif., who led Senate negotiations on the transportation portion of the package.

Boxer estimated the bill would save about 1.8 million jobs by keeping aid for highway and transit construction flowing to states and create another 1 million jobs by using federal loan guarantees to leverage private sector investment in infrastructure projects.

Rep. John Mica, R-Fla., chairman of the Transportation and Infrastructure Committee, said: "Probably millions would have been put out of work if we hadn't acted."

Not all lawmakers were happy.

"At least it's not as bad as our Republican colleagues wanted," complained Rep. Earl Blumenauer, D-Ore., who has championed bike and pedestrian programs that the measure would squeeze. "But make no mistake, it is not a bill to be proud of."

In the bargaining that led up to an agreement on the package earlier this week, House Republicans gave up their demands that the bill require approval of the contentious Keystone XL oil pipeline and block federal regulation of toxic waste generated by coal-fired power plants. Democrats gave ground on environmental protections and biking, pedestrian and safety programs.

The bill consolidates various transportation programs and reduces the number of programs by two-thirds. States would have more flexibility on how they spend transportation aid. It also revamps rules on environmental studies of the potential impact of highway projects, with an aim toward cutting in half the time it takes to complete construction projects. And the measure contains an array of safety initiatives, including requirements that would make it more likely passengers would survive a tour bus crash.

"It doesn't have everything," Mica said. But "we were able to do more with less and move transportation for the nation forward."

The bill would spend about $100 billion on federal highway programs over two years, but puts off the politically tricky decision on how to pay for them after that.

The federal 18.4 cent-a-gallon gasoline tax and 24.4 cent-a-gallon diesel tax are no longer enough to pay for current spending on highway and transit programs. And two commissions and an array of private sector experts have said the U.S. should be spending about twice as much or more on its transportation infrastructure as it does now.

But Congress and the White House have refused to discuss raising fuel taxes or an alternative long-term source of money. The federal trust funds that pay for highway and transit programs are forecast to be nearly broke by the time the bill expires.

"When the bill expires we face a high cliff from which the program could fall," said Erich Zimmerman, a policy analyst with Taxpayers for Common Sense.

The fuel taxes are not indexed for inflation and haven't been increased since 1993, so their buying power has steadily eroded. Also, cars and trucks today are more fuel-efficient and the number of miles driven has flattened, resulting in less gas tax revenue. Since 2008, Congress has three times dipped into the national general treasury to borrow a total of $34.5 billion to keep transportation programs going.

Congressional bargainers reached an agreement earlier this week on the $6 billion college loan portion of the bill that would avert a doubling of interest rates beginning Sunday on federal loans to 7.4 million students. The current 3.4 percent interest rate on subsidized Stafford loans would balloon back to 6.8 percent on Sunday under a cost-saving maneuver contained in a 2007 law.

About $20 billion of the measure's cost is paid for by making changes in companies' pension calculations that will reduce their tax deductions, and increasing the payments businesses must make to insure their pension programs.

The bill also extends the federal flood insurance program to protect 5.6 million households and businesses. It addresses a shortfall arising from claims after 2005's Hurricane Katrina by reducing insurance subsidies for vacation homes and allowing for increases in premiums.

The measure also requires that 80 percent of fines for violations of the Clean Water Act as a result of the 2010 Deepwater Horizon oil spill in the Gulf of Mexico will go to a trust fund for Gulf Coast states damaged by the spill.

In a film as filled to the brim with deliciously nasty characters and dialogue as ?Killer Joe,? it?s been frustrating to see it marketed down through snatches of seemingly generic action beats and lines in the trailer. Luckily though, two new clips have appeared to give a better sense of the film?s tone overall, as well as a nice look at the scene-chewing from its excellent cast.

The first clip runs two minutes, and revolves around the Smith family as they let a failed insurance policy payout raise tensions even more, mostly from father Ansel (Thomas Haden Church) toward his son Chris (Emile Hirsch). Gina Gershon and Juno Temple portray the other members of the family, and if everything seems a bit arch and blackly comic, then the second clip with Temple confirms as much. As Temple cheerily explains her matricidal support later to Matthew McConaughey?s Killer Joe, the drolly terrifying assassin asked by Chris to off his mom for her insurance money, the enthusiasm from her and McConaughey over their twisted roles is crystal-clear and great to watch.

That goes for everyone in the film as well, and it?s a testament to director William Friedkin that it never falls too far into grindhouse schlock (although there are moments that toe the line). It?s an immensely dark, hilarious flick, and one that will need all the help it can get when the NC-17 thriller opens July 27 in the US for a limited run. China spacecraft returns to Earth

Astronauts Liu Yang, Jing Haipeng and Liu Wang landed the capsule

A Chinese space capsule carrying three crew members has returned to Earth following a 13-day mission.

Images of the capsule landing in Inner Mongolia at 10:05 local time (02:05 GMT) were shown live on television.

The astronauts, including China's first woman in space, carried out a successful manual docking with the Tiangong-1 laboratory module.

The mission is a key step towards China's goal of building a space station by 2020.

Premier Wen Jiabao hailed the mission as a "complete success".

The smiles said it all. Jing Haipeng, commander of the Shenzhou-9 crew, was the first to emerge from the return capsule, followed by his flight engineers Liu Wang and the country's first woman astronaut, Liu Yang.

The Shenzhou-9 mission posted a series of firsts: the first manned automatic and manual dockings; the first long-duration spaceflight; and the first crew to live aboard a permanently orbiting module, Tiangong-1.

Beijing has long talked about its three-step strategy.

The first step was the development of the Shenzhou capsule system itself, the second involved the technologies needed for spacewalking and docking, and the third is China's own space station.

But a word of caution. Spaceflight, to quote the old cliche, is hard, and at some point the Chinese programme will encounter problems.

The history of spaceflight tells us unfortunately that some adversity is inevitable. It will be interesting then to see how the Beijing authorities react.

"This is another outstanding contribution by the Chinese people to humanity's efforts to explore and use space," Mr Wen said in Beijing.

"It feels so good to stand on Earth, and it feels even better to be home," astronaut Liu Wang was quoted by national broadcaster CCTV as saying.

"Tiangong-1, our home in space, was comfortable and pleasant. We're very proud of our nation," female astronaut Liu Yang said.

Manual docking

The crew of the Shenzhou-9 craft successfully carried out the country's manual docking manoeuvre earlier in the week.

The delicate procedure, which involved bringing together two orbiting vessels travelling at thousands of miles an hour, was mastered by the USSR and US space teams in the 1960s.

The crew also carried out automatic docking of the two crafts during their mission.

The three astronauts returned to the Shenzhou-9 spacecraft on Thursday and performed a manual separation from the space laboratory.

They touched down in Inner Mongolia's Siziwang county, with the capsule deploying a parachute to slow its approach.

All the astronauts were in good health, state-run news agency Xinhua reported. They were shown on CCTV leaving the capsule carried on chairs, smiling as they waved to supporters.

The crew included Jing Haipeng, 45, the mission commander and a veteran astronaut, Liu Yang, 33, and Liu Wang, 43, who performed the manual docking.

Ms Liu, 33, is a major in China's air force from the central province of Henan. On China's Tencent QQ messaging service, she goes by the name "little Flying Knight".

She was recruited into China's space programme only two years ago, but she excelled, the official news agency Xinhua says.

The Shenzhou-9 spacecraft was launched on 16 June.

Oil jumps to above $80 after EU deal on banks

The price of oil soared after European leaders took unexpectedly aggressive steps to support the region's beleaguered banking sector.

Benchmark U.S. crude jumped by $4.49, or 5.8 percent, Friday to $82.18 per barrel in New York while Brent crude rose by $4.15, or 4.5 percent, to $95.51 per barrel in London. A day earlier, oil hit its lowest level since early October.

Major stock markets also jumped nearly 2 percent in morning trading.

Oil surged after eurozone leaders agreed to pump bailout money directly into banks instead of onto the balance sheets of already stressed governments. The decision eased fears of widespread European bank failures that could have hampered lending in other parts of the world.

The measures were a breakthrough for Europe, whose leaders have repeatedly clashed over how to deal with hefty government debts. The deal was struck as borrowing rates in Spain and Italy surged to levels that were considered unsustainable.

The debt crisis has loomed over stock and energy markets for almost two months.

"All of a sudden we're not worried about the Spanish and Italian banks going bankrupt over the weekend," said Phil Flynn, an oil analyst with Price Group.

Elsewhere, European nations prepared to stop buying Iranian oil starting Sunday in an effort to pressure the country to open its nuclear facilities to inspection. Western nations fear that Iran is building a nuclear weapon; Iran denies the claim.

International sanctions already have cut Iranian exports by about 700,000 barrels per day. Experts said it's unclear how much more of Iran's oil will be taken off the market due once the embargo goes into effect. A further reduction in global supply could increase prices for the remaining oil.

Meanwhile, retail gasoline prices fell to $3.353 per gallon in the U.S., the lowest since Jan. 6, according to auto club AAA, Wright Express and Oil Price Information Service.

In other futures trading, heating oil added 10.52 cents to $2.6571 per gallon and wholesale gasoline added 7.38 cents to $2.688 per gallon. Natural gas rose by 3.9 cents to $2.761 per 1,000 cubic feet.

Carrie Fisher, who appeared alongside Crystal in the iconic film, said in a statement to the Boston Globe, "In a world where we're told that you can't have it all, Nora consistently proved that adage wrong. A writer, director, wife, mother, chef, wit — there didn't seem to be anything she couldn't do. And not just do it, but excel at it, revolutionize it, set the bar for every other screenwriter, novelist, director. She was inspiring, intimidating and insightful. She was so, so alive. It makes no sense to me that she isn't anymore. My heart goes out to her family and the many others who treasured her."

The outpouring of love for Ephron hardly ended there. Academy Award-winning actress Meryl Streep, who starred in two Ephron classics, "Heartburn" and 2009's "Julie & Julia," noted that her interests and intellect touched on all subject matters.

"Nora just looked at every situation and cocked her head and thought, 'Hmmmm, how can I make this more fun?' " Streep said. "You could call on her for anything: doctors, restaurants, recipes, speeches or just a few jokes, and we all did it, constantly. She was an expert in all the departments of living well."

Nicole Kidman, who starred in Ephron's quirky big-screen take on the classic 1960s sitcom "Bewitched," noted that it was a "joy to be around" the writer. "She was so smart, warm and funny. I am so grateful that she was my friend and we had the opportunity to work together. My thoughts and love are with her family at this time. I will never forget the dinners, games and laughter we all shared," Kidman said.

Strong explosion rocks Syria's capital

(AP) ? A strong explosion rocked the Syrian capital Thursday near a busy market and the country's highest court, wounding at least three people and sending clouds of black smoke into the sky.

The blast came as tensions threatened to spread across the region. Neighboring Turkey deployed anti-aircraft guns and other weapons alongside its border with Syria, nearly a week after Syrian forces shot a Turkish military plane out of the sky, Turkish state TV said Thursday.

Major world powers will meet Saturday in Geneva for talks on Syria, but few observers expect a major breakthrough. Syria has the protection or Russia, a veto-wielding member of the U.N. Security Council, and has so far been impervious to international pressure.

Russian Foreign Minister Sergey Lavrov said Thursday that Moscow will not endorse a call for Assad to give up power.

"We are not supporting and will not support any external meddling," he said. "External players must not dictate ... to Syrians, but, first of all, must commit to influencing all the sides in Syria to stop the violence."

It was not clear who was behind Thursday's blast in Damascus.

Much of the violence that has gripped Syria since the uprising began has been sanctioned by the government to crush dissent. But rebel fighters are launching increasingly deadly attacks on regime targets, and several massive suicide attacks this year suggest al-Qaida or other extremists are joining the fray.

An Associated Press reporter at the scene of the blast said some cars were charred and many had their windshields blown out.

"I did not see any wounded people, but cars and nearby shops were damaged," said Fawaz Mishhim, a witness who was in a nearby market when he heard the explosion.

Syria's state-run TV said the explosion was in the parking lot of the Palace of Justice, a compound that houses several courts. The blast happened at 1 p.m. near the capital's famous Hamidiyeh Market, an area crowded with families stocking up on food and other supplies for the weekend, which begins on Friday in Syria.

Witnesses reported hearing one blast, but state-run TV said two explosions struck the area. The report also said a roadside bomb was found but did not explode.

Syria has been hit by a wave of massive explosions in recent months, killing dozens of people. Most of the explosions targeted the security agencies of President Bashar Assad, who is fighting to end a 15-month-old uprising against his rule.

Last month, an explosion targeted a military intelligence compound south of Damascus killing 55 people. It was Syria's deadliest blast.

Elsewhere in Syria, activists reported clashes between troops and rebels and said more than a dozen people were killed nationwide. Some of the heaviest battles were in the eastern city of Deir el-Zour, activists said.

Activists say more than 14,000 people have been killed since the Syrian uprising began in March 2011.

Turkey, a former ally, has become one of the strongest critics of the Assad regime. Tensions between the two countries spiked following the downing of the Turkish plane last week.

Syria insists the Turkish military plane violated its air space on Friday. Turkey says the jet had unintentionally strayed into Syria's air space and was inside international airspace when it was brought down over the Mediterranean by Syria.

The search for two missing pilots continued in Syrian waters but hopes for their survival are dim, Turkish authorities said. The Turkish military said Thursday that research teams have found some pieces of the plane as well as equipment belonging to the pilots.

A small convoy of military trucks towing anti-aircraft guns entered a military outpost in the border village of Guvecci, which faces a Syrian military outpost, according to TRT television footage.

Several anti-aircraft guns also have been deployed elsewhere alongside the border. Some trucks were seen carrying self-propelled multiple rocket launchers, the footage showed.

Ties between Turkey and Syria have not been so low since the late 1990s, when the two countries almost went to war. Tensions ran high in the 1980s and 1990s as Turkey developed military ties with Israel and Syria sheltered Turkish Kurd guerrilla leader Abdullah Ocalan.

Now, Turkey is hosting civilian opposition groups as well as hundreds of army defectors who are affiliated with the rebel Free Syrian Army.

Turkish President Abdullah Gul was holding a National Security Council meeting on Thursday, TRT said. The meeting, attended by Cabinet members and the military's top brass, is expected to focus on tensions with Syria.

Nora Ephron: A Big-Screen Love Letter

We fondly remember the cinematic legacy of the director/screenwriter who died Tuesday at the age of 71.

It couldn't have been more than six months ago that a male friend and I were engaged in an uncharacteristically earnest Gchat conversation about the genius of "When Harry Met Sally..." And as philosophical discussions of that sort often go, we couldn't help but wonder why they don't make romantic comedies like they used to. (Oh, the loathsome they: such a handy scapegoat!)

Of course, each generation is wont to think theirs did it best, but it was probably a curious conversation for us to be having considering we hadn't even finished the second grade when the film debuted in 1989. But our belated affinity for the film speaks volumes to the timelessness of a screenplay written by filmmaker Nora Ephron, who died Tuesday at the age of 71.

Ephron wasn't the first to ponder the oft-fraught friendships that develop between men and women, but her commentary on the subject remains among the most true. More than 20 years after Harry (Billy Crystal) and Sally (Meg Ryan) met and road-tripped from Chicago to New York City, the question of whether the "sex part" always gets in the way continues to be a favorite cinematic trope (see: "Friends With Benefits," "No Strings Attached"). But those efforts seem superfluous in the shadow of Ephron's Oscar-nominated achievement.

The New York-born writer was a journalist by trade, who made her foray into feature films with 1983's "Silkwood," which starred Meryl Streep, Kurt Russell and Cher. Ephron (along with co-screenwriter Alice Arlen) received her first of three Oscar noms for the biopic's script based on the life of Karen Silkwood, who died under suspicious circumstances while investigating the processing plant where she worked. Ephron penned a handful of dramatic screenplays (including a a few politically charged scripts that never saw the light of day), but it is her earnest romantic comedies that Ephron will always be remembered for.To wit, today's mostly treacly romantic romps make Ephron's films seem a revelation— and, thankfully, never once a rescue mission. Her female characters were never sad-sack spinsters whose only aim was to find a man. In fact, often time, such as in "Sleepless in Seattle" and "You've Got Mail," the female protagonist was already in a relationship when a new one began to blossom with the real Mr. Right.

But if an Ephron heroine were ever to be considered in need of salvation, so too were her heroes: both equally formidable and equally flawed. In "Sleepless in Seattle," Meg Ryan's Annie, stuck in a lackluster relationship with Bill Pullman's Walter, was as much rescued by Tom Hanks' widowed Sam as she rescued him, bringing him back to life atop the twinkling Empire State Building.

Much of what made Ephron's characters so indelible was what came out of their mouths. The screenwriter exceled at witty, quippy dialogue that often beat with the quickened pulse of New York City (a frequent setting for her films). I mean, "I'll have what she's having"? Come on! And don't even get me started on Harry's proclamation of love to Sally. To this day, I can't even read the monologue without getting a little misty-eyed: "... And I love that you are the last person I want to talk to before I go to sleep at night. And it's not because I'm lonely, and it's not because it's New Year's Eve. I came here tonight because when you realize you want to spend the rest of your life with somebody, you want the rest of your life to start as soon as possible." Of course, Ephron wasn't just a scribe but a keen director, who got the best out of her actors and understood the power of a Meg Ryan-Tom Hanks one-two punch. And in the end, she had no delusions about what her career was and wasn't, telling MTV News in a 2009 interview while promoting her final film, "Julie & Julia," that she never felt penned in by the romantic-comedy genre.

"I'm not complaining about any box that I'm in, because I can write whatever I want," Ephron said. "Fortunately, I'm not just in the movie business, so I don't feel that the only way I can express myself is by the movies I make."

Fortunately for us, she was in the movie business, and she never once faked it.
